Council present: Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon. Staff present: Clerk-Administrator Brenda Paul.

2011-2013 Business Plan
Starting on Apr 10, 2011 the citizens and travelers through Almaguin Highlands will observe 24 hour policing, 7 days a week for the first time in the history of the Detachment. Also, planned for the spring of 2011, will be the construction of a new state of the art police facility. Almaguin Highlands Environmental Scan, Community/Stakeholder/Partner Consultations, Strategic Plan Strategies, 2011-2013 Business Plan (Year 1) were reviewed. Satellite office in South River is increasing police presence in our area and Mayor Maeck advised it is appreciated.

e. Survey on Sunday hunting and dogs per
property
It appears most surrounding municipalities have Sunday hunting, Machar does not and any change would need to be known by early Aug, so that it could be implemented by the next change over date which is Sep 1.

THAT we host a Public Meeting on Jun 13, 2011 to determine support/objection for Sunday hunting. CARRIED
Dogs per property varies in surrounding municipalities. A new Dog By-Law would require the fines be resubmitted to the Province for approval.

g. Severance Application 2-110-01, motion
Official Plan section 7.2.5.2 Bray Lake and 7.2.6 Environmental Impact Reports were considered. New development shall not raise the phosphorus level on Bray Lake over the life of the OP by more than 10% above its existing level. The Environmental Impact Report that is required when development is proposed in the Shoreline designation shall be prepared to the satisfaction of Council. An Environmental Impact Report has been received, accompanied by a letter from the agent and a severance application. The items have been reviewed by our planner.

THAT with respect to application for consent 2-110-01 in Part Lot 15, Con 10, Council requires that:
1. The applicant submit a survey sketch of the proposed lots prepared by an Ontario Land Surveyor,
2. The applicant submit an application for a zoning by-law amendment to implement site specific regulatory provisions recommended by Michalski-Neilson, and
3. The applicant acknowledges in writing that they are prepared to enter into a site plan and/or development agreement should the lots be approved through Provisional Consent. CARRIED
2. Adoption of By-Law for rezoning lands 3-030
to SR-4, motion
Considered and approved by previous Council. We have been awaiting survey in order to insert property descriptions for new lots severed.

The Clerk provided an update on BLEO investigation 4-307 into the Drainage Act. It was decided the 2 neighbours should discuss this matter. Councillor McLaren will advise the party (4-304) who approached him.

Discussions ensued. Price per ton was queried as well as costs paid by other municipalities. The purchase of a compactor was introduced and 2 prices have been obtained on reconditioned units. Negotiations are leading towards a 4 year agreement, to be reviewed annually. Staffing was discussed. Road and Landfill Depts currently cover off/exchange staffing as needed.
