MINUTES – REGULAR MEETING

MONDAY, AUGUST 22, 2011

 

 

6:25 pm  Call to Order, Disclosures of Pecuniary Interest and the General Nature Thereof; nil.

 

Council present: Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon.

 

Staff present: Treasurer Deputy-Clerk Lynn Green

1.  Adoption of Aug 8 minutes, motion

 

The policy for all future correspondence with ratepayers to mail letters as opposed to emailing was brought up.

It was clarified by Councillor Russell that at the Landfill plastics and tin are not sorted, only beer bottles are taken out of said bin.

Mayor Maeck noted that 2 volunteers from the Road Dept would be available to assist at the upcoming Fall Fair.

It was also discussed that the Road Network Plan should be looked at in Sep so that priorities could be set for next year as well as adding a little input each monthly meeting thereafter to keep on top of it.

2.  Budget Review to Jul 31, motion

 

The overall feeling by all was that everything looked to be on track, looked good.

3.  Machar By-Law Enforcement noise disturbance 4-231

 

The Office staff is to contact the By-Law Enforcement Officer to look further into and speak to all parties concerned. This is to be brought back to the next Council meeting on Sep 12th.

 

4.  South River Machar Culture and Rec minutes of Jul 13, motion

 

Thoughts were expressed of possibly hiring a student for next year with the idea being if there wasn’t enough recreation work for them that they could then report to the Arena. Another idea if considering this was to contact the High School and make them aware in the event that someone may be majoring in this field and need some hours.

5.  South River Machar Medical minutes of Jul 26, motion

 

Councillor Russell advised that they should have the generator within the next two weeks and that a refund was received from Kone Elevators for time unserviced.

THAT we support motions 1-7 as contained in Medical minutes of Jul 26, 2011; adopt the minutes, approve Pay List/Budgetary Control, approve Genco Mechanical’s tender, allocate funds from reserve to pay for and install a Natural Gas Generator, approve the Almaguin Highlands Arts Council to have a storage room, publish tender for cleaning contract and RFP for handyman contract, meet again on Sep 20…  CARRIED

 

6.  South River Machar Arena condenser repair quote

 

Discussions ensued on whether or not these repairs could wait until next year due to financial reasons but didn’t look like it could wait and really needs to be tended to before the cold weather. Another query was whether this was an operational expense. Councillor Russell is to get more information from South River on this matter and bring forward to the next meeting on Sep 12th. 

 

7.  Central Almaguin Economic Development minutes of Aug 17, motion

                a.  update on municipal decorative signs, solar project

 

The Twp is waiting to hear from MTO before proceeding with the joint Municipal sign with South River. It was suggested that there should be exit numbers put on the bottom of the sign as that is what the tourists look for.

Solar project – see Closed Session at end of meeting.

CAEDA – Discussion took place on possibly going with two Interns as there is funding for such instead of a full time Officer as there is no funding available for that. It was noted that Interns would require supervision and guidance. The application is presently being worked on.

22. Recommendation from Road Board Committee to erect new school bus sign and “NEW” speed sign reducing speed to 60 km

 

Council were all in favour of the above noted recommendation.

THAT we support recommendation from the Road Board Committee to erect a new school bus sign and “NEW” speed sign reducing speed to 60 km on Ottawa Ave from SR/Machar border to Tower Rd.

23. Recommendation from Road Board Committee to approve Nuisance beaver and Beaver dam removal by-law

 

The Beaver By-Law was discussed in which Council felt it would be a good idea to put on the front page of the website and also to advertise it in the local newspaper since it is new. The Treasurer will refer this to the Clerk-Administrator upon her return.

THAT we support recommendation from the Road Board Committee to adopt by-law enabling Municipal Staff to respond to nuisance beaver and beaver dam removal in order to protect private and public lands and the safety of the public.  CARRIED

 

24. Draft Agreement for provision of waste management services with South River; review #5 – Termination Upon Default (number of days notice to be given)

 

This was left to be discussed in Closed Session at end of meeting.

 

25. Complaint received by Councillor Gagnon re office closed at lunch hour

 

This item is to be referred to the Clerk-Administrator to revisit. It was also stated that more discussions should take place this fall for next year.

 

26. High Speed Internet

 

An update was given by the Treasurer in that they still are without internet. The different options were presented and discussed with all in agreement that something had to be done ASAP. The Treasurer was to check into further and advise Mayor of such information when available for decision to be made.
