MINUTES – PUBLIC & REGULAR MEETING

MONDAY, AUGUST 8, 2011

 

 

Call to Order, Disclosures of Pecuniary Interest; nil.

 

Council present:  Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon.

 

Staff present:  Clerk-Administrator Brenda Paul.

Per Environmental Impact Report required and condition of severance approved.

THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 34-11; being a by-law to rezone lands described legally as Part 2, Plan 42R-2491.  CARRIED

 

REGULAR MEETING

6:45 pm  Request 4-044-10 to place dock at the shore of road allowance

                a.  Letter 4-133 interested in purchasing road allowance adjacent to property

 

Further to unauthorized work conducted on road allowance, the party has removed the dock and wooden pad that was placed on the road allowance.  They realize the misstep and are now asking permission.  We have received numerous complaints on this matter, including clearing of the road allowance and subsequently we are now in receipt of a request to purchase the road allowance.  The party has offered to replant.  Council will consider in detail and advise.

 

A second letter 4-045 was hand delivered tonight requesting to jointly purchase the road allowance with neighbour 4-133.  Party 4-133 was advised this matter had already been discussed this evening, Council are reviewing it and will advise all parties in due course.

 

Council considered this matter at length.  Permission to place a dock on the road allowance will not be given.  Offer to replant trees will be referred to Superintendent of Public Works.  The road allowance will not be sold.  It is not normal or recommended Township practice to sell road allowances.  Replies are to be drafted for review at Road Committee on Aug 19, 2011.

Council discussed and has no objection to our staff assisting for set-up and take down required for the Annual Fair if our workload permits; to be referred at Road Committee on Aug 19.

COMMITTEES

 

3.  North Bay Parry Sound District Health Unit protocol for response to Blue-Green Algal

 

The Health Unit and the North Bay Ministry of Environment have collectively developed a protocol of response that they are sharing.  If the Health Unit receives an initial report of a blue-green algal bloom they are to refer the complainant on to the North Bay MOE, tel. 705-497-6865 or the Ministry’s Spills Action Centre at 1-866-268-6060 (24/7 operation).  Following preliminary notification, if the MOE determines a field investigation is required, samples will be collected and sent to the MOE Laboratory.  If the results are positive the Health Unit advises the public accordingly.

 

4.  Machar By-Law Enforcement Report for Jul, motion

Upon receipt of the concern, administration contacted By-Law Enforcement Officer GAGB who telephoned the owner of the suspected property and advised them to contact a trapper.  The owner was going to view the property looking for the problem on the following weekend.  The complainant further attended at the landfill and was shown a photo by the summer student.  Thereafter a letter was sent to the suspected property owners to take notice that it is their responsibility to ensure beavers on their property are controlled and in the event that damages are sustained, they can be held liable for costs incurred.  Road Dept has been active in monitoring the situation and the Superintendent advises the photo is not of the problem area.  Administration is to confirm receipt of the letter sent and that a trapper has been retained.  Reply to complainant is pending.  Nuisance Beaver Policy to be put into by-law format for Road Committee review on Aug 19.  Article from Huntsville “Mayor Doughty lodges dam complaints” was brought forward by Mayor Maeck and distributed for Council/staff information.

 

Road staff has been instructed to act on a similar problem in the area of Smith Rd.

 

5.  Machar Landfill minutes of Jul 22, motion

                a.  New recycling by-law

THAT we accept Landfill minutes of Jul 22, 2011,

FURTHER THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 35-11; being a by-law to establish rules and regulations governing recycling.  CARRIED

 

Recylables were discussed.  We are seeing success in our recycling programs for cardboard, tires, and electronics.  Mayor Maeck referred items from the Eagle Lake Conversation Association annual meeting; sorting of plastics and tin, dumping at household waste and hazmat.  ELCA items are to be discussed at Landfill Committee on Aug 19, 2011.

 

6.  Machar Road minutes of Jul 22, motion

                a.  Consent to work on an unopened road allowance

THAT we accept Road minutes of Jul 22, 2011,

FURTHER THAT we amend Consent to Remove Trees, Alter and Conduct Works on an Unopened Road Allowance to add disclaimer regarding maintenance.  CARRIED

 

Mayor Maeck gave an update on discussions with contractor responsible for repair of Municipal Rd S and Tower Rd.  Road Network Plan Annual Review was put forward and will be completed to identify our priorities. 

 

7.  Central Almaguin Economic Development minutes of Jul 20 & 28, motion

THAT we acknowledge CAEDA minutes of Jul 20 and 28, 2011.  CARRIED

Renumbering of Highway 11 was discussed and the Clerk is to clarify whether CGIS is doing all municipalities.  Councillor Bennison highlighted the new service 2-1-1 that is a provincial resource for people who do not know who to call for specific incidences.  It connects you with a live representative who will provide you with the number to call to resolve the issue.  Signage on the new Highway 11 and Economic Development Officer are ongoing.
