Call to Order, Disclosure of Pecuniary Interest; nil.

 

Council present; Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon.  Staff present; Clerk-Administrator Brenda Paul.

 

Guests:  No one attended.

 

Notice of a Public Meeting; Proposed Zoning By-Law Amendment 1-135, motion

 

258-11  Gagnon, Bennison

THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 31-11; to amend the Zoning By-Law with respect to lands described as East Part of Lot 5, Con 4, Parcel 17412 (1-135).  CARRIED

1.  Adoption of Jul 6 minutes, motion

THAT we adopt Jul 6, 2011 minutes as printed,

FURTHER THAT they now be released for distribution.  CARRIED

Reviewed, minimal changes made and approved.

 

3.  Adoption of Jul 12 minutes, motion

4.  Report on Taxes Owing, motion

THAT we acknowledge Report on Taxes Owing dated Jul 14, 2011.  CARRIED

 

5.  Draft Consolidated Financial Statements, motion

 

Queries were posed on page 3 budget versus actual figures.  The Clerk advised (and the auditor has confirmed) the main differences are due to consolidation of the boards.

6.  By-Law Enforcement

THAT we proceed into Closed Session in order to address a matter pertaining to; personal matters about an identifiable individual, including municipal or local board employees; labour relations or employee negotiations.  Time – 7:02 pm.  CARRIED

THAT we come out of Closed Session with agreement as follows; accept with regret resignation from Billy Gagnon as By-Law Enforcement Officer and pursue temporary filling per Article 13.01.  Time 7:33 pm.  CARRIED

 

COMMITTEES

 

7.  Machar Roads; Signage at Eagle Lake Estates Park, motion

THAT we instruct the Superintendent of Public Works to order and install a sign at Eagle Lake Estates Park,

FURTHER THAT we install one bear proof garbage container at Bray Lake Park.  CARRIED

 

New container is to replace 2 existing garbage containers at Bray Lake Park.

 

Speed limit to remain at 60 km/hour on Park Rd.  Signs to be installed on each side of Mikisew Park and each side of the Hockey Opportunity Camp.

THAT we approve the purchase of 4 new signs to be installed as directed on Park Rd:  reduce speed and watch for pedestrians.  CARRIED

THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 32-11; being a by-law for stop signs.  CARRIED

 

New stop signs to be erected on Spur Rd, Scarlett Rd and Leighton Rd.

 

Consent to work on unopened road allowance discussed.  It is not recommended practice to sell Township road allowances.  Obligation to maintain if brought up to standard was queried.

THAT we agree to participate in the Recycling Superhero Design Contest, as proposed by the Township of Strong to promote and educate the public about recycling, with a donation of $50.  CARRIED

 

8.  South River Machar Culture and Rec minutes of Jun 8, motion

THAT we support motions 6-7 as contained in Culture and Rec minutes of Jun 8, 2011; accept the minutes, meet again…  CARRIED

THAT we support motions 24-17 as contained in Arena minutes of Jul 6, 2011; adopt the minutes, Accounts Payable Ledger/Income Statement, special rate for Lions Bingo, meet again…  CARRIED

 

10.  South River Sundridge Airport minutes of Jul 5, motion

11.  South River Machar Fire Association request for contribution

THAT we approve a donation to the South River Machar Fire Association of $120.00 plus HST towards their recent volleyball tournament fundraiser.  CARRIED
