TOWNSHIP OF MACHAR

MONDAY, JUNE 27, 2011

 

 

Call to Order, Disclosures of Pecuniary Interest; nil.

 

Council present; Mayor Doug Maeck, Councillors Ron Bennison, Bill Russell and Bonnie Gagnon.  Councillor Ron McLaren was absent with notice.  Staff present; Clerk-Administrator Brenda Paul.

 

1.  Adoption of Jun 7 minutes, motion

 

226-11  Russell, Bennison

THAT we adopt Jun 7, 2011 minutes as printed,

FURTHER THAT they now be released for distribution.  CARRIED

 

Correspondence items presented at the last meeting on Sunday Hunting were provided to Council.  Decision on Sunday Hunting to be placed on Jul 11, 2011 agenda.

 

                a.  Planner meeting notes of start-up meeting on Official Plan Update

 

GIS mapping discussed with our planners was queried in comparison to what Blue Sky provide. 

 

Steering Committee was discussed and names put forward.  Council reps are Bonnie Gagnon and Ron Bennison with Doug Maeck as alternate.  Chief Building Official and Clerk-Administrator are requested to attend.  Mayor Maeck will contact the citizen reps suggested.  Resolution forthcoming at next meeting.

 

                b.  Review of by-law to regulate fencing around private swimming pools

 

Revisions and the sample provided by Chief Building Official were considered.  We will contact Joint Building Committee as the by-law will fall under the authority of the Chief Building Official.

 

2.  Adoption of Jun 13 minutes, motion

                a.  Budget approved, Updated Road/Landf Dept Forecasts & Budget Review to May 31

 

Finalized information provided to Council.

 

We have been approved through Summer Jobs for a total of 450 hours for 1 position at a subsidy rate of $2.00 per hour.  The duration of the subsidy may vary in length, but cannot exceed 16 weeks.  Students must be registered with Yes Employment Services prior to starting employment, be between the ages of 15-30 and returning to school in the fall.  Ad to be placed in Jun 30 Almaguin News to close at 12:00 noon on Jul 7, 2011.

 

3.  Adoption of By-Law to specify the recovery of capped taxes, motion

 

The Province implemented capping legislation that limited the increases in taxation for Multi-Residential, Commercial and Industrial properties that experienced large assessment increases as a result of moving to Current Value Assessment.  The existing capping and new construction legislation restricts the movement, however a by-law can move properties faster so that all properties pay taxes based on the CVA.  Annualized tax limit shall be 10% and threshold for protected properties shall be $250.  By-Law per OPTA requirements.

THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 26-11; being a by-law to specify the recovery of capped taxes of Multi-Residential, Commercial and Industrial protected properties.  CARRIED

 

4.  Adoption of By-Law to authorize the destruction of outdated records, motion

THAT we give 1st, 2nd, 3rd and final reading to By-Law No. 27-11; being a by-law to authorize the destruction of certain outdated Township records.  CARRIED

 

5.  2011 Fall Colours Newsletter

                a.  Draft ads for Official Plan Workshop #1 and #2

 

Fall Newsletter to be called Fall Update.  Ads to be published separately for Workshops 1 and 2.

 

Council directed that an ad be published each time the Landfill is closed, starting with Jul 1.

 

6.  South River Machar Agricultural Society’s 129th Annual Fall Fair request contribution, motion

THAT we forward a donation to the 129th Annual South River Machar Agricultural Society’s Fall Fair in the amount of $1,000.  CARRIED

 

7.  Design of a new subsurface sewage treatment system 1-104-20

 

Per proponent’s request, a meeting was convened to discuss further development of 3 additional new triplex residences.  Ministry of Environment procedures for communal water and sewage services were discussed in detail.  An alternate option was suggested by the municipality to facilitate the 3 new triplexes and possibly negate a Responsibility Agreement.  The proponent’s Environmental Consultant will review and advise.

THAT we support Road Committee minutes of Jun 17, 2011; including awarding of Winter Sand Tender to Whitmell Ltd in the amount of $12,769.00 and “A” Gravel to PD Brooks in the amount of $71,133.50.  CARRIED

 

GPS system was queried.  Canada flags to be installed on new sign at corner of Eagle Lake Rd and Municipal Rd N.

 

9.  Machar Landfill minutes of Jun 17, motion

THAT we support Landfill Committee minutes of Jun 17, 2011 as amended.  CARRIED

 

Waste Disposal Site Approval for 80/30 acres was discussed.  We are awaiting updated Life Capacity Study.  Staffing strategy and equipment forecast needs to be considered.

 

10.  South River Machar Fire minutes of Jun 15, motion

THAT we support motions 27-32 as contained in Fire minutes of Jun 15, 2011; adopt the minutes, AP ledger/Income Statement, into closed session, out of closed session, approve the 2011 Draft Budget as amended ($79,522. our share representing an 8.7% increase), meet again…  CARRIED

THAT we select a billboard from Nicky Designs for the Municipal Display Sign to be done jointly and cost shared equally with the Village of South River,

FURTHER THAT we obtain a price for installation and forward an Application for Encroachment Permit and fee of $450.00 to the Ministry of Transportation.  CARRIED

THAT we support northern and southern rotation of representation on the Northeastern Sector of the District Board of Health, as agreed at the meeting of Municipal representatives held on Jun 16, 2011; and

THAT we acknowledge the appointment of Bill Russell as the northeast sector representative on the Board of Health for the remainder of this term; and

THAT a copy of this Resolution be sent to all affected municipalities and the Chair of the Board of Health.  CARRIED

THAT each motion, resolution and other action passed and taken by the Council at this meeting are, except where their prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed,

FURTHER THAT the Mayor and Clerk-Administrator are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approval where required and except where otherwise provided, the Mayor and Clerk-Administrator are hereby authorized and directed to affix the Corporate Seal of the Municipality to all such documents,
