MINUTES – REGULAR MEETING

MONDAY, NOVEMBER 28, 2011

 

 

Call to Order, Disclosures of Pecuniary Interest and General Nature Thereof; nil.

 

Council present:  Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon.

 

Staff present:  Clerk-Administrator Brenda Paul.

 

Guest scheduled:  Meridian Planning Consultants Inc. partner Jim Dyment.  Guests observing:  Lynn Loney and Doug Edwards.

 

2.  Adoption of Nov 14 Regular minutes, motion

THAT we adopt Regular meeting minutes of Nov 14, 2011 as printed,

FURTHER THAT they now be released for distribution.  CARRIED

 

                a.  Update on Boundary Signs

 

Applications for Sign Permits for 4 Community Business Message Boards have been sent.

 

Update provided on Municipal Display Signs; they have hit bedrock on the northbound sign location.  Extra cost of $350 to be cost shared.

 

Quote of $350 from Nicky Designs for Boundary Signs logo formatting and slogan development approved.

 

3.  Budget Review, motion

THAT we acknowledge Budget Review to Oct 31, 2011.  CARRIED

THAT we proceed with CGIS start up at an initial cost of $900 + $315 month to Sep 30, 2013, and

FURTHER THAT the Mayor and Clerk-Administrator are hereby authorized to execute the agreement and contract.  CARRIED

 

4.  Noise By-Law

THAT we proceed to amend the Noise By-Law to include a clause restricting the detonation of fireworks or explosive devices between 11:00 pm and 10:00 am.  CARRIED

 

Clerk to check with legal dept on amendment, as by-law is now permitted under Municipal Act.

 

5.  Landfill planning (no attachment)

 

Discussion ensued.  ARI Hazmat dates for 2012 are May 26 and Aug 25, per our request regarding summer residents.  Packing of waste and site appearance are future considerations.

 

1.  Official Plan Review; Status Update and Background Report, motion

 

The Township of Machar has initiated a work program to review and update its Official Plan.  Draft Official Plan Review and Update Background Report was presented.  An Official Plan is a general land use guide, which is intended to provide Council with the basis for making decisions on applications for development, changes in land use and community improvements.  The Official Plan also sets out the Township’s long-term vision for growth and development.  On this basis, Official Plans are expected to provide the foundation for managing change over a 20 year period.  The primary intent of the Background Report is to establish the context for land use planning that needs to be considered as part of the Official Plan Review process.  Current Provincial Land Use Planning policies will have an impact on the Township.  There are a number of policy matters that require discussion.  Public Workshops #1; Shoreline Issues and #2; Rural, Resource Issues and Settlement Areas have been completed.  A Steering Committee has been appointed and a meeting will be scheduled in January to allow for Committee discussion and input on the issues.  Council to review and accept the Background Report at our next meeting.

FURTHER THAT the process for getting a new Certificate of Approval to accept household hazardous waste be ended.  CARRIED

 

Council authorized an employee to attend and assist ARI on Hazmat days.

 

8.  South River Sundridge Airport meeting and Resolution for Administrator

 

South River has passed a Resolution rejecting the LPS Aviation Development Plan, but would like to hold a meeting (confirmed for Nov 29, 2011) with partner municipalities to discuss the future operation of the airport.  Joly has passed a Resolution accepting the role of Administrator as of Nov 9, 2011 with the transfer of function to be on Jan 1, 2012.  Our position remains constant in that we want to pay less towards the airport.

ADDITIONAL/ROUND TABLE/NOTICE OF MOTION

 

Councillor Russell informed that the Health Unit are reviewing and likely discontinuing payment and mileage to reps for attending Board meetings.

 

Mayor Maeck informed that he had observed court proceedings 5-164 on Thu.  The property owner was convicted on a charge of providing false information on a building permit.
