MINUTES – REGULAR MEETING

MONDAY, OCTOBER 24, 2011

 

 

Call to Order, Disclosures of Pecuniary Interest and the General Nature Thereof; nil

 

Council present; Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and

Bonnie Gagnon.  Staff present; Receptionist Office Clerk Joyce Sohm and Superintendent of Public Works Stephen Scarlett.

1.  Adoption of Oct 11, 2011 minutes, motion

 

343-11 Russell, McLaren

THAT we adopt Oct 11, 2011 Regular minutes as amended,

FURTHER THAT they now be released for distribution.  CARRIED

 

Council was advised that the Fire Chief has been approached for a sign to be posted informing that fireworks are not allowed during a fire ban.  This matter is to be brought forward at the Joint Council meeting for their information.

 

2.  Community Business Message Boards/Boundary Signs

 

Council is to consider ideas for a slogan for the proposed boundary signs.  This is to be brought back to the next Council meeting on November 14, 2011.

 

3.  Official Plan Update Public Workshop #2

 

Council felt it would be beneficial to invite Jim Dyment from Meridian Planning to join the next Council meeting via teleconference if possible.  Clerk-Administrator is to follow up on this.

 

4.  Budget Review to Sep 30, motion

5.  Machar Road minutes of Oct 14, 2011, motion

THAT we acknowledge Road minutes of Oct 14, 2011.  CARRIED

 

Council noted that there should be no major expenses in the future without Council consent. The budget will need to be closely monitored.

 

                a.  Consent to Remove Trees, Alter and Conduct Works on an Unopened Road                 Allowance at Con 2/3, Lots 33-35 and Approval for Driveway Location 4-062…

 

Discussion took place regarding a Consent to Remove Trees, Alter and Conduct Works on an Unopened Road Allowance.  Council advised that it is unacceptable to do work before permission is granted.  An alternate access from Park Road was discussed.  Council is concerned about road repair from trucks and machinery.  The Superintendent of Public Works will advise the party of Council decision regarding damage that has been caused by the contractor to date.

THAT temporary approval be granted to Hallman Lumber to access rd allowance on Con 2 & 3, Machar Twp, Park Rd (Lots 34,35, Con 2 and Con 3, Lots 33, 34, 35) for the period of 1 year from start date, providing conditions from Appendix are met.  CARRIED

 

6.  Machar Landfill minutes of Oct 14, 2011

THAT we acknowledge Landfill minutes of Oct 14, 2011.  CARRIED

 

                a.  Reply to Ratepayer 1-087 regarding sorting of waste

 

Acknowledged.

 

                b.  Update on Life Capacity Study progress print

 

Reviewed.  Map is being corrected.
