MINUTES – REGULAR MEETING

MONDAY, SEPTEMBER 26, 2011

 

 

Call to Order, Disclosures of Pecuniary Interest and General Nature Thereof; nil.

 

Council present; Mayor Doug Maeck, Councillors Ron McLaren, Ron Bennison, Bill Russell and Bonnie Gagnon.  Staff present; Clerk-Administrator Brenda Paul.

 

Guests:  Joly Mayor Mario Campese

 

5:30 pm  SOUTH RIVER:  Proposed 10 Megawatt Solar Project

 

A presentation was given for consideration of 5 municipalities becoming joint equal partners.  Joly is looking for a letter of intent to cover the costs of investigating and submitting the application for such a project.  The costs would be divided equally amongst the 5 municipalities.  Decision is to be made at the next meeting.

THAT per Procedural By-Law 22-11, we alter the Sep 26, 2011 Regular meeting to commence at 5:30 pm at the Village of South River Council Chambers.  CARRIED

 

1.  Adoption of Sep 12 minutes, motion

THAT we adopt Sep 12, 2011 Regular minutes as amended,

FURTHER THAT they now be released for distribution.  CARRIED

 

2.  Almaguin Highlands Arts Council 2nd Arts Directory planned for 2012

 

1/3 page approved.

 

3.  Municipal Performance Measurement Program (MPMP) & 2010 Information Publication

 

Reviewed and found to be beneficial.

 

4.  Machar Emergency Plan meeting of Sep 20

 

Councillor Bennison will act in Mayor Maeck’s absence for these purposes if necessary.  Annual Emergency Training session scheduled for Oct 27 in Magnetawan.  More details to follow.

5.  South River Machar Culture and Recreation minutes of Aug 10, motion

THAT we support motions 10-12 as contained in Culture and Rec minutes of Aug 10, 2011; accept the minutes, run the youth soccer program in 2012, meet again…  CARRIED

 

Proposed Summer Student discussed in consideration of the new Arena Manager position.  Clerk to contact Secretary to obtain minutes sooner.

 

6.  South River Machar Library minutes of Sep 8, motion

7.  Joint Building minutes of Sep 15, motion

Staffing discussed in consideration of future permit fee revenues.  By-law requiring fencing around swimming pools discussed.

 

8.  Central Almaguin Economic Development meeting of Sep 21 minutes, motion

THAT we acknowledge CAEDA minutes of Sep 21, 2011.  CARRIED

THAT we agree to contribute $5,000 towards CAEDA signage project.  CARRIED

 

Application for Economic Development Officer discussed.  Friends of Mikisew and Mikisew Provincial Park discussed.  Representatives from both are to attend next CAEDA meeting.

 

9.  Machar Road minutes of Sep 20, motion

THAT we accept Road minutes of Sep 20, 2011.  CARRIED

 

Park Road discussed and some work being done now.  Bear proof container information to be referred to Superintendent of Public Works.

 

10.  Machar Landfill minutes of Sep 22, motion

 

Minutes are not yet available.  Discussions ensued on Hazmat site investigation, sorting of beer bottles, Summer Student and best use of staff time to modernize operations.
